Major Grievance Redressal Mechanisms

01. Local Self-Government Ombudsman
OMBUDSMAN FOR LSGIS

The Local Self-Government Ombudsman is a higher judicial mechanism for addressing complaints relating to corruption, irregularities, abuse of authority and dereliction of duty by elected representatives or officials of Local Self-Government Institutions.

02. Local Self-Government Institutions Tribunal
LSGI TRIBUNAL

The Local Self-Government Institutions Tribunal provides a legal forum for appeals against decisions and orders of Panchayat authorities, including matters such as rejection of licences and cancellation of building permits. The Tribunal is headquartered at Thiruvananthapuram.

03. Chief Minister's Office Portal
CMO PORTAL

Citizens can submit complaints regarding delays or difficulties in Panchayat services through the Chief Minister's Office Portal and bring such matters directly to the attention of the Chief Minister's Office.

04. K-SMART Citizen Portal
K-SMART CITIZEN PORTAL

K-SMART is the integrated online service platform of the Local Self-Government Department. Citizens can submit service-related complaints online without visiting the Panchayat office and can track the status of their requests.

05. Vigilance and Anti-Corruption Bureau
VACB

Complaints relating to demands for bribes, major financial irregularities, misuse or diversion of government funds and other corruption-related matters may be submitted directly to the Vigilance and Anti-Corruption Bureau.

Hierarchy for Submission of Complaints

FIRST LEVEL
Panchayat Level
Panchayat Secretary / President / Grievance Redressal Committee
Local disputes, delays in applications and other service-related issues should normally be brought to the Panchayat level first for resolution.
SECOND LEVEL
District Level
Joint Director / Deputy Director (LSGD)
If the matter is not resolved at the Panchayat level, the complaint may be brought to the appropriate district-level authority of the Local Self-Government Department.
THIRD LEVEL
Legal / Judicial Level
Ombudsman / Tribunal
Where there is alleged deliberate violation of law, corruption, abuse of authority or denial of eligible services, the appropriate legal or judicial mechanism may be approached.
