1. Local Self-Government Ombudsman

OMBUDSMAN FOR LSGIs

The Local Self-Government Ombudsman is a higher judicial mechanism for addressing complaints relating to corruption, irregularities, abuse of power and dereliction of duty by elected representatives or officials of Local Self-Government Institutions. The Ombudsman is headed by a person holding the status of a High Court Judge.

2. Local Self-Government Institutions Tribunal

LSGI TRIBUNAL

The Local Self-Government Institutions Tribunal is a legal forum for filing appeals against decisions and orders issued by the Panchayat administration or Secretary, including rejection of licences and cancellation of building permits. The Tribunal is headquartered in Thiruvananthapuram.

3. Chief Minister's Office Portal

CMO PORTAL

Delays or other difficulties experienced in accessing Panchayat services can be brought directly to the attention of the Chief Minister through the online grievance redressal system. Complaints submitted through the official CMO portal are processed by the concerned authorities in accordance with prescribed procedures and timelines.

4. K-SMART Citizen Portal

K-SMART CITIZEN PORTAL

K-SMART is the online single-window service platform of the Local Self-Government Department. Citizens can submit complaints relating to Panchayat services online without visiting the Panchayat office in person. The status and progress of submitted requests or complaints can also be tracked online.

5. Vigilance and Anti-Corruption Bureau

VACB

Complaints relating to demands for bribes, serious financial irregularities, diversion or misuse of government funds, and other suspected corrupt practices in Panchayat offices can be submitted directly to the Vigilance and Anti-Corruption Bureau (VACB).

Panchayat Secretary / President / Grievance Redressal Committee

For local-level disputes, delays in processing applications and similar service-related issues, citizens are advised to first approach the Panchayat Secretary, President or the designated grievance redressal mechanism of the Panchayat.

District Level

Joint Director / Deputy Director, LSGD

If the grievance is not resolved at the Panchayat level, the complainant may approach the concerned Joint Director or Deputy Director of the Local Self-Government Department at the district level.

Legal / Statutory Level

Ombudsman / Tribunal

Where there is deliberate violation of law, corruption, abuse of authority or unjustified denial of eligible services, the complainant may approach the appropriate legal or statutory authority, such as the Local Self-Government Ombudsman or the LSGI Tribunal.
